What is PSO?
PSOs – Public Service Obligations in the field of electricity.
The PSO includes optimisation, development and/or reconstruction of power networks implemented by the power network operators in order to ensure development of production using renewable energy. This service is provided by operators of the transmission system and of distribution networks.
PSOs
Production of renewable energy (RE) and balancing (Public Service No. 7.1)
The PSO includes production of electricity using renewable energy and its balancing. Power producers that provide this service receive PSO funds from a company appointed by the Lithuanian Ministry of Energy, if the producers are connected to the transmission network, and from a public supplier, if the producers are connected to the distribution network.
Effective production at thermal power plants (Public Service No. 7.2)
The PSO includes production of electricity in the thermal mode at combined power and thermal production cycle plants, whereby these power plants supply heat to the heat supply systems and the quantity of primary energy saved is such as to ensure that the overall production of heat and electricity can be considered effective.
Assurance of safety of power supply and of system reserves (Public Services No. 7.3 -7.4)
The PSO service includes production of electricity in specified power plants, where production of electricity is necessary in order to ensure the security of electricity supply and the reserves of the electricity system in specified power plants whose operation is necessary to ensure the national energy security.
Strategic electricity production projects (Public Service No. 7.5)
The PSO service includes development of electricity production capacities that are of strategic importance for the safety and reliability of the operation of the electricity system and/or for the assurance of the national energy security.
Strategic infrastructure projects (Public Service No. 7.6)
The PSO service includes implementation of strategic power sector projects connected with improvement of energy security by providing connecting lines with power systems of other countries and/or connecting Lithuanian power systems with power systems of other member states.
Ignalina NPP Decommissioning Fund (Public Service No. 7.7)
The PSO service includes assurance of the safety of operation of energy sites and handling of radioactive waste.
Funds transferred to the fund’s account may only be used for settling accounts, according to the set procedure, with parties providing PSOs funded by the fund and satisfying the requirements of clause 7.1 of the Description of the Procedure for Service Provision according to the Rules for Implementing the Regulation of the State Enterprise Ignalina Nuclear Power Plant Decommissioning Fund approved by Order No. 1-207 of 18 August 2011 of the Minister of Energy (Official Gazette, 2011, No. 106-5011) (amendment of 26 February 2013, No. 1-46 (Official Gazette, 2013, No. 22-1107)).
Connection of RE to power networks (Public Service No. 7.8)
The PSO service includes connection of renewable energy sources to power networks. This service is provided by operators of the transmission system and of distribution networks.
Network development due to RE (Public Service No. 7.9)
The PSO service includes optimisation, development and/or reconstruction of power networks implemented by the power network operators in order to ensure development of production using renewable energy. This service is provided by operators of the transmission system and of distribution networks.
